With New England Mechanical Services Inc.'s (NEMSI) vast experience in operating central utility plants, the Capital City Economic Development Authority (CCEDA) hired NEMSI to operate and act as the owner's representative during commissioning of the new central utility plant. The plant provides all of the steam and chilled water that is used to heat and cool the Connecticut Convention Center and the downtown Marriott Hotel. It is critical that the plant be available to meet the energy requirements of these two very high profile facilities.

 

SCOPE OF WORK

NEMSI is responsible for managing and operating the Connecticut Convention Center's central utility plant on a 24 x 7x 365-day basis. NEMSI is also responsible for developing the standard operating procedures and the planned maintenance schedules for all equipment located in the central utility plant. NEMSI's responsibilities include acting as the owners representative during the startup and commissioning of the new plant. Through this process many suggestions have been acted on to ensure equipment life expectancy and to make the plant more energy efficient.

 

BACKGROUND

The Capital City Economic Development Authority (CCEDA) is the developer and owner of the 220,000 square foot Connecticut Convention Center. CCEDA made a decision to build their own central utility plant early in the planning stages because they felt they could produce their own steam and chilled water more cost effectively. The central utility plant is comprised of a 9500 square foot structure that houses all of the mechanical systems including the steam boilers, chillers, chilled water and condensate pumps and the master control room.
