EMCOR Government Services provides site-management expertise to a variety of government owned and operated facilities. From military bases to specialized laboratories to office buildings, it is often the case that classified or unknown materials-some potentially hazardous-are encountered by people on site. Jacqueline (Jackie) Couillard specializes in designing and delivering safety and quality programs, as well as certified training curricula to clients' facilities-management staffs and EMCOR-provided labor. Her expertise in lock out/tag out, confined spaces, and other OSHA-regulated programs serves as a key EMCOR resource when clients want to be sure that everyone remains safe at all times, whether they are employees, contractors, or visitors.
Expertise
Jackie brings a combination of expertise-as both a professional and an academic-to her role. Most important, she notes, are her 14 years as a union electrician working in power plants and paper mills. This experience enables her to understand the issues facing tradespeople working in potentially hazardous environments, and communicate and work with them to develop and implement the best solutions. Jackie has also held a range of supervisory and managerial positions in safety and quality control. She was a safety supervisor at Yankee Atomic nuclear power plant in Rowe, Mass.; and quality control manager of raw materials at Johns Manville in Lewiston, Maine. Before joining EMCOR, she was health and safety manager for GE Energy at the Birchwood Power Facility in King George, Virginia.
In addition, Jackie is a Six Sigma Black Belt. She has also held adjunct faculty positions at Strayer University and Central Maine Technical College. She holds a master of science in business administration from Husson College, and a bachelor of science in environmental health & safety from the University of Southern Maine.
The Personal Side
In her non-work hours, Jackie enjoys golf and quilting for family and friends, and traveling, especially when it involves visiting her two children. Her daughter Deanna is an elementary school assistant principal and was named a Milken Family Foundation Educator in 2004. Her son John is currently a supervisor at a manufacturing facility in Georgia, and he is also a Marine Corps veteran of Desert Storm. Having raised her children, Jackie's pride and joy now are her grandchildren-Eagan, 15, and Sydney, 12. Jackie also enjoys attending football and hockey games, and golf tournaments.
